Oliver is excited to have his good friend Fred from law school come visit him and Lisa in Hooterville. However, when Fred arrives, Oliver quickly realizes that Fred is not the same person he once knew. Fred has become a high-powered lawyer in the city and is constantly on the phone and talking about business deals. Oliver tries to connect with Fred and show him the simple pleasures of life in the country, but Fred is too busy to even give it a chance.
Meanwhile, Lisa is determined to teach Eb how to speak properly so he can impress his new girlfriend. Lisa puts Eb through rigorous speech lessons, but it only leads to Eb becoming self-conscious and unable to speak at all. Lisa realizes that she has been putting too much pressure on Eb and apologizes, encouraging him to just be himself.
Back at the farm, Fred is causing mayhem as he talks business on the phone and tries to make deals with various townspeople. Oliver gets fed up with Fred's behavior and decides to play along by pretending to be a big-time businessman himself. Oliver hilariously uses nonsense jargon and Fred falls for it, thinking that Oliver has landed a huge deal.
In the end, Fred's constant chatter and business deals drive Oliver, Lisa, and the townspeople crazy. Oliver and Lisa are relieved when Fred finally decides to leave, but not before he offers Oliver a job in the city. Oliver turns down the offer, realizing that he is happy with his simple life in Hooterville. The episode ends with Oliver and Lisa enjoying a peaceful moment together on their farm.
Overall, "Never Start Talking Unless Your Voice Comes Out" is a humorous episode that highlights the clash between the fast-paced city life and the slow country life. The episode also touches on the importance of being true to oneself and not succumbing to pressure to be someone else.
