Agent 86, Maxwell Smart, and Agent 99 are assigned the task of tracking down the perpetrators behind a national security breach. While on their mission, they come across a group of chimpanzees who seem to have high-level training in espionage tactics. Eventually, the agents come to know that an anarchic group of ape cult is trying to learn spy techniques so that they can use them to do terrorist activities.
Agent 86 and Agent 99 get the help of Siegfried and Shtarker to get into the ape cult. They disguise themselves as ape members to infiltrate the cult. However, things turn problematic when their disguise is uncovered and they get stuck in a cage with three other chimps. This doesn't stop the duo from working on gathering intel, and they cleverly plant a radio transmitter in the office of the organization's leader, the High Priestess.
Meanwhile, Siegfried and Shtarker, dressed in ape suits, have infiltrated a secret meeting of the ape cult to steal a formula for a deadly gas that the High Priestess and her followers plan to release in Washington D.C. on Independence Day. In the meeting, Agent 99 discovers that only certain members of the organization, marked by a specific tattoo, have been trained in espionage.
