Max is devastated at the news of his temporary layoff, but the bosses at CONTROL, frustrated with his bumbling nature, were hoping that he would quit on his own. Instead, Max decides to take his newfound free time and relax at home with his wife, Agent 99, and their two children.
However, relaxation is short-lived when Max receives a call from a former informant, warning him about KAOS, CONTROL's rival organization, planning a diabolical plot to destroy the United States' economy. Max sees this as an opportunity to redeem himself and convinces the head of CONTROL to allow him back on the team as a temporary consultant.
Max's first plan of action is to re-recruit his partner, Agent 99, who is on maternity leave and not too happy with the news of Max's layoff. Despite their differences, the two must work together to stop KAOS's evil plan, and Max must prove that his bumbling ways are a thing of the past.
