Max and 99 are assigned to locate the hidden laboratory of KAOS geneticist Dr. Braam in Switzerland. Braam has developed a serum that causes a person to age rapidly and suffers from severe memory loss. At the same time, Max is tasked with tracking down Amanda True, a spy who has defected to KAOS. It turns out that Amanda is actually Braam's wife and she’s looking for Braam who she believes is being held in the laboratory that she helped design.
Max finds Amanda and they team up to find Braam's lab. They eventually discover that it is hidden behind a false storefront. Amanda discovers that her husband is no longer there - he was sent to KAOS headquarters in Washington DC for debriefing and his serum was sent along with him. Max and Amanda fly to Washington to retrieve the serum and rescue Braam. They discover that the serum was planted on a statue in the Smithsonian by KAOS agents.
Max and Amanda sneak into the Smithsonian to retrieve the serum, but they are caught by the KAOS agents. They make their escape with the serum, but it accidentally shatters in the process, causing Max to age rapidly and suffering from memory loss. With Amanda's help, Max must try to reverse the effects of the serum before it's too late.
Meanwhile, 99 is kidnapped by KAOS and taken to their secret headquarters. She manages to escape and meets up with Max and Amanda, who have located Braam. Together, they set out to destroy the laboratory and prevent KAOS from using the serum. They successfully destroy the lab and capture the KAOS agents, but Max is still suffering from the effects of the serum.
Back at Control, they try to reverse the damage done by the serum, but it seems as if Max's memory is permanently damaged. All seems lost until Max remembers that the serum was distilled in a particular type of vase and that shards from the broken vase were stuck in his clothing. They match the vase and use some remaining serum to reverse the aging effects.
In the end, Max and 99 are debriefed by the Chief and Max asks Amanda to join Control and become an agent. She declines, but promises to be in touch. As they leave the office, Max realizes that he doesn't remember what Amanda looks like anymore. 99 offers to describe her to him, but Max replies, "No, if fate wants us to meet again, I'll know her".
