Maxwell Smart, also known as Agent 86, is on a mission to find a microfilm that has been stolen from CONTROL, the secret government agency he works for. The microfilm contains a list of all the active agents in CONTROL and their identities will be compromised if the microfilm falls into the wrong hands.
In the meantime, a top agent in KAOS, the enemy of CONTROL, has passed away. However, before he died, he left behind a "dead spy scrawl" - a message written in his own blood - that could contain valuable information about KAOS operations and secrets.
Maxwell and his partner Agent 99, disguised as KAOS agents, attend the funeral of the deceased KAOS agent to try and retrieve the dead spy scrawl. However, they are not alone in their mission as other KAOS agents are also after the scrawl.
In a series of humorous and action-packed events, the two secret agents face off against KAOS agents in a graveyard and later on a boat, trying to outsmart each other and get their hands on the dead spy scrawl.
Maxwell even enlists the help of a group of hippies who are camping nearby, pretending to be part of their group to evade capture by the KAOS agents.
Amidst the chaos, Maxwell and Agent 99 finally manage to obtain the dead spy scrawl and bring it back to CONTROL for analysis. However, they soon discover that the message written in blood is actually a recipe for Russian borscht soup, leaving them bewildered and baffled at the KAOS agent's strange sense of humor.
Meanwhile, back at CONTROL, the Chief is faced with a dilemma as he has to deal with the fallout from the stolen microfilm and keep the identities of the active agents safe from KAOS. In a clever twist, he decides to use the borscht recipe as a secret code to communicate with all agents, letting them know that their identities are safe.
In the end, Maxwell and Agent 99's mission is a success as they not only retrieve the dead spy scrawl but also manage to prevent KAOS from further compromising their agency's operations.
