Max and 99 are on a mission to retrieve a formula from a scientist who has defected to KAOS. They try to sneak into the scientist's mansion, but are caught by the guard dogs. Before they can be apprehended, they are saved by a group of overweight individuals who call themselves "The Optimists," led by the charismatic Happy Kellerman.
The Optimists are a self-sufficient group who have retreated from society and live off the land. Max and 99 are taken to their compound and learn about their way of life. However, they soon discover that KAOS has a mole within the group and is using The Optimists' resources to build a missile base. Max and 99 must find a way to stop KAOS and protect The Optimists.
Meanwhile, back at CONTROL headquarters, the Chief is on a diet and is constantly hungry. He orders his assistant, Larabee, to bring him food, but is continuously disappointed with the lack of flavor in his diet meals. When the Chief learns about The Optimists and their self-sufficient lifestyle, he becomes interested in joining them and going on a diet.
As Max and 99 try to stop KAOS's plans, the Chief arrives at The Optimists' compound and is put on a strict diet. He struggles with the bland food and lack of snacks, but becomes determined to lose weight and fit in with the group. However, his constant sneaking of snacks and attempts to sweeten his food ultimately jeopardizes the mission and puts everyone in danger.
In the end, Max and 99 successfully stop KAOS and the Chief realizes the importance of a balanced diet. He returns to headquarters, determined to continue his weight loss journey. The Optimists also learn the importance of staying connected to society and join together with the rest of the world.
