Tact takes the duo to a concert that is about to begin, and as they sit in the audience, they are mesmerized by the music of a young girl named Elle. Her performance is unlike anything they have ever heard, and they are curious to learn about her. Tact introduces them to his sister, Karmi, who tells them that Elle is known as the "Beethoven of the Water Planet" for her extraordinary musical talent.
Tetsuro and Maetel are immediately interested in Elle's abilities and want to meet her. They soon find out that Elle has a tragic backstory - her father was a famous musician who passed away, and she now plays music in his memory. She puts on the concerts, and the water creatures come to listen to her and pay tribute to her father as well. However, things take a dark turn when they find out that Elle's concerts are controlled by the corrupt government of the Water Planet, who use her music as a tool to manipulate the masses.
Determined to help Elle break free from the government's control, Tetsuro and Maetel come up with a plan to steal a device that the government uses to control Elle's concerts. In doing so, they put themselves in grave danger and find themselves in a race against time to use the device to help Elle escape.
