Police chief Kluge tries to clamp down on the island's flourishing black market, but he needs the help of the local police to succeed. As rationing-induced malnutrition and sickness worsen, Dr. Martel encounters a horrible reality: a young patient faces certain death unless he obtains a vital drug that only the black market can provide.
