The program was known for its extreme, in-your-face style and showcased some of the best wrestlers in the world at the time, such as The Sandman, Sabu, Raven, Johnny Grunge, Joey Styles, Justin Credible, Terry Funk, Chris Benoit, Mikey Whipwreck, Bam Bam Bigelow, Francine Fournier, Mark LoMonaco, Steve Corino, Chris Candido, Devon Hughes, Dean Malenko, Jimmy Snuka, Anthony Durante, Nunzio, Matt Hyson, and Paul Heyman.

The show was a product of Eastern Championship Wrestling (ECW), which was founded in 1992. It was later renamed Extreme Championship Wrestling in 1994 when Paul Heyman took over the company. Heyman became the face of ECW and was instrumental in shaping the company's hardcore identity.

ECW Hardcore TV was produced from the ECW Arena in Philadelphia, Pennsylvania, which became the home of the promotion. The show featured hardcore matches, which were often bloody and violent. The wrestlers used weapons such as chairs, tables, and barbed wire to inflict damage on each other. The matches were often chaotic, with wrestlers brawling outside of the ring and into the crowd.

The Sandman was one of the most recognizable wrestlers on ECW Hardcore TV. He was known for his entrance, where he would enter the ring with a beer in hand and a Singapore cane. He was also known for his hardcore matches, where he would use his cane to strike his opponents. Sabu was another popular wrestler on the show. He was known for his high-flying moves and would often jump off the top rope onto his opponent.

Raven was a heel wrestler who was known for his dark persona. He would often cut promos in a monotone voice and had a cult following. Johnny Grunge was a member of The Public Enemy tag team, which was one of the most popular teams in ECW. The team was known for using tables in their matches and for their matches against The Dudley Boyz.

Joey Styles was the announcer for ECW Hardcore TV. He was known for his passionate commentary and would often shout "OH MY GOD" during intense moments. He was a key part of the show's success and was later hired by WWE as an announcer.

Justin Credible was a member of The Impact Players stable, which dominated the tag team division in ECW in the late 1990s. Mark LoMonaco was a member of The Dudley Boyz tag team, which became one of the most successful tag teams in wrestling history.

Steve Corino was a heel wrestler who was known for his loudmouth persona. Chris Candido was a member of The Triple Threat stable and was a former ECW World Tag Team Champion. Devon Hughes was a member of The Dudley Boyz and later achieved success in WWE as one half of The Dudley Boyz.

Dean Malenko was a technical wrestler who was known for his technical prowess in the ring. Jimmy Snuka was a legendary wrestler who made occasional appearances on the show. Anthony Durante was a former ECW World Tag Team Champion and later achieved success in WWE as "Pitbull #2."

Nunzio was a former ECW World Tag Team Champion and later achieved success in WWE as "Little Guido." Matt Hyson was a former ECW World Tag Team Champion and later achieved success in WWE as Spike Dudley.

Overall, ECW Hardcore TV was a groundbreaking wrestling show that pushed the boundaries of what was acceptable in professional wrestling. The show had a cult following and helped launch the careers of many successful wrestlers.
