In Dog Whisperer season 1 episode 22, titled "Percy and Justice," Cesar Millan works with two challenging cases.

First, he meets Percy, a teacup Yorkshire Terrier who has a habit of biting people. Percy's owner, Kelly, loves him but is at her wit's end with his behavior. Cesar spends time observing Percy's behavior and determines that the root cause of his aggression is fear. He begins by slowly introducing Percy to new people in a safe and controlled environment, using positive reinforcement to help him build confidence and trust. Over time, Percy becomes more relaxed and less prone to biting.

Next, Cesar meets Justice, a Rottweiler with a history of aggression towards other dogs. His owners, Heather and Brett, are afraid to take him on walks or bring him around other dogs. Cesar begins by discussing the importance of exercise and providing structure for Justice. He introduces him to other dogs gradually, starting with calm and submissive dogs and working up to more challenging situations. Cesar also works with Heather and Brett to establish themselves as pack leaders and provide consistent rules and boundaries for Justice. By the end of the episode, Justice is able to interact calmly with other dogs and his owners feel more confident and in control.

Throughout the episode, Cesar emphasizes the importance of understanding a dog's behavior and addressing the root cause of any issues. He also stresses the importance of providing exercise, structure, and leadership to help dogs feel calm and secure.
