In the season 4 finale of "Dog Whisperer with Cesar Millan," titled "Canine 9-1-1: Part One," Cesar encounters several challenging cases that require his expertise in rehabilitation and behavior modification.

In the first segment, Cesar works with a Doberman Pinscher named Hercules who has a history of aggression towards other dogs. Hercules' owner is afraid to take him on walks because he will lunge and try to attack any other dog that comes near him. Cesar observes that Hercules is also very anxious and tense around people, indicating that he may have not been properly socialized as a puppy. Through a series of exercises and positive reinforcement techniques, Cesar is able to help Hercules overcome his fear and aggression towards dogs and become more confident around people.

The second segment features a Labrador Retriever named Monte who is extremely reactive to any loud noises or sudden movements. Monte's owner is a police officer and wants to train him as a search and rescue dog, but his fear and reactivity are holding him back. Cesar introduces Monte to a therapy dog who is calm and relaxed, to show him an example of how he should behave. Cesar also works with Monte on desensitizing him to loud noises by gradually increasing the volume of sounds he is exposed to. By the end of the segment, Monte is much more comfortable with loud noises and is able to stay calm and focused.

In the third and final segment, Cesar works with a Pitbull named Stitches who has a history of attacking other dogs and even his own owners. Stitches' aggression has gotten so bad that he has been ordered by the court to be muzzled whenever he is in public. Cesar observes that Stitches is exhibiting dominant and territorial behavior, and uses a "pack walk" to establish himself as the pack leader and show Stitches that he is not in charge. Cesar also introduces Stitches to a smaller dog to teach him how to interact appropriately with other dogs. Through these techniques and a lot of patience and consistency, Cesar is able to make progress with Stitches and help him become a more balanced and happy dog.

Overall, "Canine 9-1-1: Part One" showcases Cesar Millan's ability to work with some of the most challenging cases of dog behavior problems and help both the dogs and their owners lead happier, more fulfilling lives together. Viewers can look forward to seeing more of Cesar's work in the next season of "Dog Whisperer with Cesar Millan."
