The council members seem unmoved by Horace's plight and are convinced that he's flouting the law. It's looking bleak for Horace until Desmond speaks up, urging them to consider the human side of the issue. Moved by Desmond's words, the council agrees to review Horace's case.

The episode ends on a hopeful note as Horace is granted a temporary license and is allowed to sell his produce once again. Desmond, Shirley, Porkpie, and Matthew celebrate their victory with a few drinks at the pub.
