Through their investigation, they learn that Joe, who had been imprisoned for Ryan's murder, might not be guilty after all. They discover that Joe had taken the blame for Ryan's death out of guilt and remorse for not standing up to Luis. Joe had been threatened to be killed by Luis if he spoke up and had confessed to the crime to ensure that Luis wouldn't find out he was responsible.
The team prepares to arrest Luis and his men, but the drug dealer gets the upper hand and tries to escape by car. Lilly and Scotty give chase in a thrilling car chase sequence that ends with some unexpected twists.
