Captain Scarlet season 1 episode 13, named Lunarville 7, takes place on the moon where a massive complex, Lunarville 7, exists. The lunar complex is home to several personnel of the World Space Patrol, known as WSP, which is in charge of guarding Earth's skies and space stations. The Lunarville 7 is in crisis, and the WSP headquarters on Earth sends a team of experts to help resolve the issue. However, things go awry, putting the lives of several individuals at risk.

The episode opens with a briefing by Colonel White, the commander of WSP, who informs the Spectrum team of the situation at Lunarville 7. The moon base experiences a series of mysterious power failures and malfunctions, which seem to be intentionally caused. They suspect that the Mysterons, an alien race sworn to take revenge on Earth for the destruction of their planet, are behind these disturbances. To counter this threat, Captain Scarlet and Captain Blue are dispatched to Lunarville 7 to investigate the situation and neutralize the enemy.

Upon their arrival, they meet with the base commander, Captain Black, who demonstrates little concern about the recent malfunctions. He dismisses the suggestion that the Mysterons might be behind them and believes that it might be due to technical problems. Scarlet and Blue, however, are not convinced, and they start to investigate the possibility of hostile intent. They soon discover that something is indeed amiss when they observe a malfunctioning airlock that almost kills one of the base's technicians.

As the investigation proceeds, Scarlet and Blue become increasingly suspicious of Captain Black's activities and confront him. However, their efforts are thwarted, and they are captured by Black's guards and taken to the Mysterons' base. Here they discover that the Mysterons do indeed want to destroy Lunarville 7 to send a message to the world's governments and weaken their power. Using their special abilities, Scarlet and Blue are able to escape and make their way back to Lunarville 7 just as the Mysterons launch their attack.

Captain Scarlet and Captain Blue lead the defense of Lunarville 7, using all their skills to protect themselves and the personnel of the complex. They must coordinate their actions against the Mysterons, who move in to destroy the base. The situation becomes even more precarious when they discover that the Mysterons have taken control of Captain Black and plan to use him to launch a devastating attack on Earth.
