As the second season of Bungo Stray Dogs reaches its tenth episode, titled Poe and Rampo/Where the Moby Dick Goes, the viewers get to witness not one, but two new arcs that are set in motion.

The first of the two stories is Poe and Rampo. The episode opens with the Agency in the middle of investigating a serial killer who has been wreaking havoc in their city. This is where they are presented with the strange case of Kyouka Izumi, who has seemingly been brainwashed and forced to work alongside the murderer. The agency brings her in, but she refuses to reveal anything about the killer.

In an effort to uncover the truth, Atsushi and Kenji decide to seek the help of Edogawa Rampo. When they arrive at his apartment, they're surprised to find out that he's already working on the case. The show makes it apparent that Rampo is a peculiar character, as he provides his insights in a peculiar, almost theatrical manner.

Rampo suggests that the killer is using Edgar Allan Poe's works as a reference to carry out his crimes. The team uses this clue to track down the murderer and save Kyouka.

The second story arc in the episode, Where the Moby Dick Goes, portrays the Agency's attempts to capture an infamous pirate named Francis Scott Key Fitzgerald - the same man who had been revealed to be the leader of the group that had attacked the Agency in the first season.

Dazai and Atsushi travel to the harbor where Fitzgerald's ship is docked, but the majority of the episode focuses on the battle that ensues once Fitzgerald realizes that Dazai and Atsushi are on his ship.

Overall, the episode does an excellent job of weaving both arcs together while introducing new characters and plot points. The writing is captivating and keeps the viewers on the edge of their seat throughout the entire episode. The animation is great, and the fight scenes are exquisitely choreographed.

The voice acting in this episode is noteworthy as well. Yoshimasa Hosoya does an excellent job breathing life into Fitzgerald's character, which creates a sense of awe and anticipation for the upcoming events.

The pacing of the episode is spot on, and there are no dull moments. Each scene is packed with action, mystery, and suspense, which is why the viewers are genuinely hooked throughout the episode's duration.

One thing that is particularly commendable in this episode is the show's creative approach to its characters. The writers manage to turn famous writers into interesting and entertaining characters that can stand on their own. The interactions between Atsushi and Rampo are a standout - the two characters bounce off each other perfectly.

Overall, Poe and Rampo/Where the Moby Dick Goes presents a perfect blend of mystery, suspense, and action, beautifully executed with excellent animation, great writing, and memorable characters. This episode is an excellent example of how anime can offer thrilling storylines that keep fans on their toes while still maintaining a sense of intrigue.
