When a man is shot dead on a crowded tourist ferry, the team is called in to investigate. However, things get complicated when the victim is discovered to have been living under a stolen identity for years. While trying to determine the true identity of the victim, Danny and Baez discover a link to a man who is currently on trial for another murder. As they try to piece together the evidence, Danny begins to suspect that the man on trial may have been framed for the crime he's accused of, and that the same people responsible may be responsible for the death of the man on the ferry.
Meanwhile, Frank is dealing with a different kind of crisis when a high-profile celebrity is caught on tape making racist comments. As the fallout from the video begins to spread, Frank is tasked with keeping the peace and preventing protests from turning violent. With tensions rising and the media in a frenzy, it's up to Frank to find a way to diffuse the situation and keep the city from erupting into chaos.
As the two investigations unfold, the team is forced to grapple with issues of identity, race, and justice. In the end, they must work together to bring the perpetrators to justice and restore peace to the city.
