Back at the marina, the Baywatch team discovers that the thief on the "Nirvana" is actually a wealthy businessman named Carter Mills (played by guest star Timothy Stack). Carter had fallen on hard times and had resorted to stealing boats to maintain his lavish lifestyle. When confronted by the Baywatch team, Carter tries to make a run for it but is eventually caught and arrested.
The episode ends with Hobie recovering from his surgery and Mitch vowing to make more time for his family in the future.
Overall, "Out of the Blue" is an emotional and action-packed episode of Baywatch that deals with themes of family and regret. While the boat theft storyline may seem like a typical Baywatch plot, the personal crisis faced by Mitch and his family adds a deeper layer of meaning to the episode.
