Eager to make a change, Reeves takes control of the district, promising to overhaul the department with the most advanced technology available.

Detective Theresa Murphy (Martinez), the head of the department's robbery/homicide division, is skeptical of Reeves' approach. She sees his technology as intrusive and impersonal. Meanwhile, officer Nicholas Brandt (Handley) has his own problems.
