He is still haunted by what happened to his family, and it's clear that he wants to help Tina in part because he wishes he could have helped his sister.
Throughout the episode, we see Tina struggling to control her powers. She accidentally injures Cordelia and Angel during separate incidents, making it clear that she can't be allowed to run free. However, Angel is torn between wanting to protect Tina and needing to do what is best for everyone else.
