As the episode begins, Jack Bauer is still a fugitive wanted by both the United States and China for his actions in the previous season. He must use this key to prevent the weapon from being used against the United States, but he must also find a way to retrieve his kidnapped daughter, Kim Bauer, played by Elisha Cuthbert.
The tension builds quickly in this episode as Jack realizes that time is running out and he must make a decision about who to trust. Meanwhile, President Wayne Palmer, played by D.B. Woodside, is struggling to recover from an assassination attempt, and Vice President Noah Daniels, played by Powers Boothe, is slowly trying to take over control of the White House.
CTU, the Counter Terrorist Unit, is still reeling from a recent cyber-attack that compromised their ability to track terrorist activity. With the help of Milo Pressman, played by Eric Balfour, Chloe O'Brian, played by Mary Lynn Rajskub, and Morris O'Brian, played by Carlo Rota, they are trying desperately to regain control of the system.

As the clock ticks down, Jack races against time to prevent the weapon of mass destruction from being used against the United States. He must navigate a web of lies and deception to identify the source of the attack, but his every move is being monitored by those who would stop him at any cost.
