The episode opens with Jack Bauer (Kiefer Sutherland) at CTU trying to get information on the remaining nuclear devices from his terrorist contact, Habib Marwan (Arnold Vosloo). Meanwhile, CTU analyst Edgar Stiles (Louis Lombardi) is working to determine the location of the remaining nuclear devices using data from satellite imaging.
As the clock ticks down, President Palmer (Dennis Haysbert) begins to worry about the political fallout of the nuclear blast and decides to make a public statement to reassure the American people. However, his speech is interrupted by news that another nuclear device has been found and is about to detonate.
Elsewhere, Jack's ex-girlfriend Audrey Raines (Kim Raver) is being held captive by the terrorists, who are using her as leverage to force Jack to give up his pursuit of their plans.
