Ep 15. Citizen Canine

Roger and Anita are at the park with the Dalmatians when Mayor Ed Pig assigns a new law that dogs must be on leashes at all times. The Mayor is putting his plan into a project called the "Citizen Canine" initiative. At first, the Dalmatians get their leashes tangled, but after some squabbling, they start working as a team and follow the rules. Pretty soon, they find out that the dogs of the city are doing their best to make this law work despite their own feelings. Meanwhile, Cruella is angry about the new dog leash law and wants to make sure that it doesn't stay. She visits Mayor Ed Pig and tries to bribe him by offering him a giant pig statue, in exchange for getting rid of the dog leash law. Mayor Ed Pig refuses her offer and warns her not to bribe public officials. Cruella is furious and comes up with a plan to ruin the Citizen Canine initiative.

Things get worse when Cadpig expresses her displeasure at the leash law, sparking a city-wide protest by the dogs. The city is in chaos, and even the police force is struggling to keep up with the protest. Meanwhile, Cruella and her henchmen are busy trying to sabotage the initiative by stealing the records that prove the effectiveness of the leash law. They are successful in their mission and manage to destroy the records. Roger and Anita catch Cruella in the act and involved the police to apprehend her. Soon the dogs led by Cadpig begin a city-wide search for the stolen records. Thanks to the Dalmatians' teamwork and their acute senses, they manage to locate the missing records. The police are able to put Cruella and her partners in prison after being found guilty of sabotaging the Citizen Canine initiative.

While everything seems to be in favor of the dogs, the Mayor ultimately decides to end the Citizen Canine initiative. He says that he had no idea how much the dogs hated being on leashes, and he'd rather they be happy and free. However, the Dalmatians realize that the leash law may have been a good thing, and that dogs need some guidance too. So to their chagrin, they request Mayor Ed Pig not to cancel the leash law. They like the order that the leash law brings to the dogs' lives so much that they want it to stay, despite their personal feelings. With a heavy heart, the Mayor agrees to continue the leash law but leaves it up to the individual dog owners to use it or not to use it.

In the end, Cadpig and the rest of the Dalmatians learn that sometimes, it's good to follow the rules, even if they are a little inconvenient. This episode teaches children and the audience at large about the importance of obedience and following rules, even if they seem restrictive at times. This episode also highlights the importance of understanding laws and how they can lead to fair enforcement.
