Universal Soldier II: Brothers in Arms is a 1998 science fiction action movie directed by Jeff Woolnough. The movie is a sequel to the original Universal Soldier movie, which starred Jean-Claude Van Damme and Dolph Lundgren. This time around, the story follows two soldiers who are part of a government program to create superhuman soldiers.

The two soldiers are named Luc Devreux (played by Matt Battaglia) and Andrew Scott (played by Andrew Jackson). Otto was supposed to be dead, but he has been reanimated just like them, and he wants to use the weapon to carry out his own agenda.

The movie is filled with action-packed scenes as Luc and Andrew battle their way through the terrorist organization in an effort to recover the stolen weapon. The action is fast-paced and intense, with lots of gunfire, explosions, and hand-to-hand combat. There are also plenty of chase scenes as Luc and Andrew pursue the terrorists through the streets and alleys of the city.

One of the most interesting aspects of the movie is the relationship between Luc and Andrew. Although they were enemies in the first movie, in this one they are forced to work together to stop the terrorists. As they fight side by side, they begin to develop a begrudging respect for each other, and even a sense of brotherhood.

The performances of the three lead actors are solid. Matt Battaglia brings a brooding intensity to his role as Luc, while Andrew Jackson is powerful and menacing as Andrew Scott. Eric Bryson is suitably sinister as the charismatic leader of the terrorist organization.

The movie's special effects are also impressive. The scenes where the Universal Soldiers are reanimated are particularly well-done, and the action scenes make great use of practical effects.

Overall, Universal Soldier II: Brothers in Arms is a fun, action-packed movie that should please fans of the original Universal Soldier movie.
