Tough to Handle is a 1937 American film directed by S. Roy Luby and starring Frankie Darro, Kane Richmond, and Phyllis Fraser. The film is a typical Hollywood action and drama movie which follows the story of two young men, Steve Reardon (Frankie Darro) and Bill Ward (Kane Richmond), who grew up in an orphanage and eventually become federal agents working for the U.S. Treasury Department.

The film begins with a series of robberies and hold-ups that have been taking place in the city. Steve and Bill are assigned to investigate the case and put an end to the crime spree. They go undercover and start tracking down the criminals, who turn out to be led by local gangster, Nick Grogan (Jack La Rue). Nick has a girlfriend, Linda Ryan (Phyllis Fraser), who also happens to be an undercover agent from the Treasury. Together, Steve, Bill and Linda, work to bring down Nick's gang and stop their illegal activities.

The film features a lot of action, including car chases, gunfights, and fistfights. The cinematography and stunts are done professionally, and the film keeps the audience engaged and entertained throughout. The acting is also well-done, with Frankie Darro giving an impressive performance as Steve Reardon. He portrays his character as a strong, confident agent who is not afraid to take risks to get the job done. Kane Richmond, on the other hand, plays the calm and level-headed Bill Ward. His character is the perfect complement to Steve’s more impulsive personality. Together, the two actors have great chemistry and their partnership is believable.

Phyllis Fraser also shines in her role as Linda Ryan. She plays her character with conviction and adds an intriguing element to the film with her character's dual identity. Her performance is solid, and the audience can empathize with her character's struggle to remain loyal to her job and to her relationship with Nick.

The film also includes a few comedic scenes, mainly involving a character named Biff (Marjorie Main). Biff is the owner of a diner that Steve and Bill frequent. Her character adds a lighthearted touch to the film and helps to break up the tension during some of the more intense scenes.

One of the highlights of the film is the car chase scene. The scene takes place in a quarry and involves Steve and Bill chasing after Nick's gang. The cars used in the scene are impressive for their time and it's clear that a lot of effort went into filming the scene. It's fast-paced and exciting, and the audience is left on the edge of their seat while watching it.

Overall, Tough To Handle is a well-made film that delivers everything one might expect from a Hollywood action/drama movie of the time. Its plot is engaging, the cinematography is impressive, and the performances by the actors are all top-notch.
