He uses his powers to thwart the plans of a corrupt real estate tycoon, Reinhardt Lane (Jonathan Winters), who is plotting to destabilize and control the city's power supply. Meanwhile, Shiwan Khan, a powerful psychic warrior and descendant of Genghis Khan, arrives in the city with his own plan for world domination. Khan seeks to harness the power of an ancient device known as "the atomic bomb" and use it to rule the world.

As The Shadow races to stop both Lane and Khan from carrying out their nefarious plans, he must also navigate a complicated romantic relationship with Margo Lane (Penelope Ann Miller), a nightclub singer who is also the daughter of Reinhardt Lane. Margo becomes embroiled in the Shadow's world when she witnesses him using his powers to phase through solid matter, and Lamont must work to convince her of his good intentions while also trying to keep his secret identity hidden.
