In the year 1973, the United States Navy has been conducting experiments with atomic-powered submarines, resulting in a revolutionary undersea vessel capable of traveling faster and deeper than any submarine before it. The USS Tiger Shark, commanded by Captain Richard Adams (Arthur Franz), is one such vessel tasked with a top-secret mission to investigate reports of underwater seismic activity near the North Pole.

As the Tiger Shark sets sail, the crew is introduced to its new executive officer, Lieutenant Commander Dan Wendover (Dick Foran), a nuclear scientist and the only civilian on board. Despite initial tension between the two officers, Wendover quickly proves his usefulness by correctly theorizing that the underwater activity is caused by a giant octopus, leading the crew to commence an attack on the creature.

Their mission becomes even more complicated when they discover a previously undiscovered underwater civilization of humanoid beings. The civilization, led by Dr. Carl Neilson (Brett Halsey), is threatened by the same giant octopus that the Tiger Shark is pursuing. The crew of the submarine must decide whether to aid the underwater civilization or continue their original mission.

As the Tiger Shark engages in battle against the octopus, tensions rise between the crew and the civilian Wendover, who believes that the atomic radiation from the submarine's engines may be causing harm to the ocean's inhabitants. With the help of Dr. Neilson and his team of scientists, Wendover attempts to develop a solution to the problem.

The movie culminates in an epic underwater battle between the Tiger Shark and the octopus, as well as a climactic decision by Captain Adams that will determine the fate of the underwater civilization and the success of their mission.
