Kasi thanks Gayathri for her kindness and decides to stay in the town and start a new life. He soon realizes that the town is run by a gangster named Pechi (Bhuvaneswari). Pechi is a ruthless woman who controls everything in the town. She runs a brothel, a gambling den, and even controls the local politicians.

Kasi decides to take on Pechi and her gang. He organizes the local people and starts a movement to clean up the town. He gets support from Gayathri, who also joins the movement. Kasi's popularity grows, and he becomes a thorn in Pechi's side.

As Kasi's movement gains momentum, Pechi becomes more desperate. She hires a hitman, Azhagu (Vadivelu), to take care of Kasi. Azhagu is a bumbling assassin who is more interested in comedy than killing people. He tries numerous times to kill Kasi but fails every time.

Kasi and Gayathri fall in love, but their happiness is short-lived. Pechi's men kidnap Gayathri and take her to her brothel. Kasi confronts Pechi and her men and rescues Gayathri. He then takes on Pechi in an epic battle.

The movie ends with Kasi defeating Pechi and restoring peace to the town. He becomes a hero in the eyes of the people, and Gayathri agrees to marry him.

Thalai Nagaram is an action-packed movie with a message. It is a story about a man who takes on a powerful enemy and wins.
