The film chronicles the aftermath of the 1963 earthquake in Skopje, Socialist Republic of Macedonia, which demolished four-fifths of the entire city and left 200,000 people without a home. While the quake only lingered for 20 seconds, it reached a 6.9 on the Richter scale and several aftershocks continued for up to an hour after the quake. Filming for the documentary began 72 hours after the event, with editing taking an entire year. All dialogue in Skoplje '63 is presented in Serbo-Croatian.
