Penrod Schofield is back in the town in which he was born and raised. He reunites with his friends Sam Williams and Georgie Bassett, and much to Penrod's dismay, finds out that Georgia has a new best friend and that it is a girl named Marjorie Jones. Marjorie is a new addition to the town and has captured the heart of every boy she meets, including Penrod's arch-nemesis Rodney Bitts. Penrod, however, is not interested in her in the least.

In the meantime, Sam finds out that his father has lost his job, and he is worried that his family might have to move away from their beloved town. Penrod comes up with a plan to help Sam's family by selling household appliances to the neighbors. Sam's father agrees with the idea and gives Penrod a list of items that they need to sell.

Penrod starts the business and finds out that he is actually good at it. However, things take an unexpected turn when he accidentally sells a faulty vacuum cleaner to one of the neighbors. The neighbor files a complaint, and the incident catches the attention of the local newspaper. This leads to a confrontation between Penrod and the angry customer, which ends up causing a lot of problems for Penrod and his friends.

To make matters worse, Penrod's aunt and uncle come to town, and Penrod has to pretend that he is a model boy. However, things don't go as planned when Penrod's mischievous double, "Punk", comes to visit, and they both get into a series of humorous misadventures that lead to one big problem after another.

As the story unfolds, Penrod and his friends find themselves in one trouble after another, but they also manage to learn some important life lessons. They come to realize the value of friendship, honesty, and hard work, and that they cannot always get away with their mischievous behavior.

Billy Mauch and Robert J. Mauch deliver outstanding performances as Penrod and Punk, respectively. They both very effectively portray two distinct personalities, and their comic timing is impeccable. Dick Purcell also shines in his role as Mr. Williams, Sam's father, and provides some really emotional moments in the film.
