As soon as the 1989 action-thriller 'Mujrim' begins, we are introduced to Shankar (Mithun Chakraborty), a violent yet noble man who becomes involved in illegal activities due to his struggle to make a living. Sunita waits for Shankar's release, but on the day of his release, Shankar finds out his brother has been killed by the goons that framed him for the crime. He returns to the city to avenge his brother's death and clear his name. In his pursuit of revenge, he crosses paths with Inspector Suryadev Singh (Suresh Oberoi), who is on the hunt for the same criminals for different reasons.
