As soon as the 1989 action-thriller 'Mujrim' begins, we are introduced to Shankar (Mithun Chakraborty), a violent yet noble man who becomes involved in illegal activities due to his struggle to make a living. Shankar is in love with Sunita (Madhuri Dixit), but their fairytale love story is interrupted when Shankar is caught and sentenced to prison for a crime he did not commit.

Sunita waits for Shankar's release, but on the day of his release, Shankar finds out his brother has been killed by the goons that framed him for the crime. He returns to the city to avenge his brother's death and clear his name. In his pursuit of revenge, he crosses paths with Inspector Suryadev Singh (Suresh Oberoi), who is on the hunt for the same criminals for different reasons.

The story progresses with Shankar and Suryadev Singh teaming up to take down the criminals responsible for ruining Shankar's life and killing his brother. Along with high-action fight scenes, car chases, and thrilling suspense, the movie also touches on themes of brotherhood, love, and sacrifice.

Mithun Chakraborty's performance as the lead protagonist is remarkable. He steals the show with his intense role, portraying Shankar as both an angered and emotional character. Madhuri Dixit, on the other hand, is seen in a supporting role with limited screen time, but manages to shine with her natural beauty and charming personality.
