After he is arrested, General Colon, the head of the Dominican secret police (played by Juan Fernandez) seeks him out. The General has plans to capitalize on Luisito's abilities as an assasin.
Luisito becomes an agent known as La Soga. He and partner Tavo cruise around the Dominican Republic offing bad guys as part of their jobs for secret police. Most are summary executions and deportations from the U.S.
The dirty business of the street war continues and becomes corrupted. Simon Burr along with Flannigan work along with the crew to carry out the General's orders. The General is getting kickbacks from the U.S. to handle the criminals that the U.S. is unable to convict in court. He also receives money from Dominican criminals, some of whom wind up on the hit list.
Ultimately, Luisito is only doing this job to get at the man who killed his father - Rafa. The General objects to this and a standoff ensues.
