In the movie Kopps is based in a small village in Switzerland called Högboträsk. In the movie, Högboträsk has become absent of all crime. It is so peaceful, the police officers are forced to spend their shifts doing menial tasks like chasing escaped cattle. The officers spend most of their time sitting around drinking coffee and eating hot dogs, waiting for anything exciting to happen, but nothing ever does. Thus, the Government wants to shut the local police force down, because their job has become unnecessary. However, the police officers don't want to lose their jobs and become unemployed, so they start staging crimes in order to protect their job security.
