Born into slavery in New Madrid County, Missouri, John Waller rose to become an attorney, newspaper publisher and a prominent member of the Kansas Republican establishment. Although spurned in his attempts to seek elected office, he was appointed United States Consul to Madagascar by President Benjamin Harrison in 1891. Following his service in Madagascar and a dispute with the French government over his attempt to establish an African-American colony there, Waller organized a company of Black American volunteers that served in Cuba during the Spanish-American War.
