After being released from prison, a group of ex-convicts led by Mickey (played by John Ford Noonan) try to start afresh in New York City. However, as they attempt to rebuild their lives, they find that their criminal pasts keep haunting them at every turn. Their honest intentions are repeatedly met with mistrust, violence and betrayal, leaving them desperate and disillusioned.

The movie begins with Mickey's release from prison after serving a sentence for a crime he didn't commit. He is met outside by his parole officer, who warns him that any mistake will send him straight back to jail. Mickey is determined to stay out of trouble and reunite with his old crew – Johnny (played by Peter Appel), Leroy (played by Bonz Malone), and Loco (played by Anthony Mangano).

As the four friends try to get their bearings in the city, they find that things have changed since they were last free. The local gangs, led by vicious drug lord Raul (played by Paul Calderon), rule the streets with an iron fist. The few legitimate opportunities available are monopolized by corrupt politicians and businessmen. And the police force, represented by detectives Shlomo (played by Steve Randazzo) and Harris (played by Michael Godere), seem more interested in framing them than protecting them.

Despite these obstacles, the friends refuse to give up hope. They try to start a carwash business with the help of their old friend Benny (played by Leo Rossi), but their lack of capital and business skills prove to be major obstacles. They try to obtain legal jobs, but their criminal records keep getting in the way. They even consider going back to crime, but Mickey is hesitant to lose his freedom again.

In their struggle to survive, the friends receive help from unexpected sources. They meet a kind-hearted social worker named Lucille (played by Kim Director), who recognizes that they are trying to make a fresh start and gives them a chance to prove themselves. They also form an unlikely alliance with a group of homeless people living in the park, who share their sense of injustice and marginalization.

As Mickey and his crew navigate through the challenges of life after prison, they realize that the odds are stacked against them. They must contend with their own inner demons – guilt, anger, regret – while fighting against a system that seems determined to keep them down. They question whether they can truly escape their pasts, or whether they are doomed to be labeled as "ex-cons" for the rest of their lives.

God Has a Rap Sheet is a gripping drama that sheds light on the struggles faced by ex-convicts trying to reintegrate into society. It portrays a world where justice is often arbitrary, and where good intentions are not always enough to overcome prejudice and discrimination. The movie's raw and gritty style captures the harsh realities of life in the inner city, and the performances by the cast – particularly John Ford Noonan – are both compelling and authentic.

Overall, God Has a Rap Sheet is a thought-provoking movie that will leave viewers with a deeper appreciation for the challenges faced by ex-convicts, and the importance of second chances. It is a movie that will resonate with anyone who has faced adversity in their lives, and who has struggled to overcome their past.

God Has a Rap Sheet is a 2003 drama with a runtime of 1 hour and 56 minutes. It has received moderate reviews from critics and viewers, who have given it an IMDb score of 6.3.
