Flower is a dark comedy-drama that explores the lives of Angelenos, who are trying to figure out their lives and their relationships. It follows Erica, a rebellious and sexually promiscuous 17-year-old girl, her troubled mother, Laurie, and Laurie's boyfriend, Bob. Erica spends most of her time pulling quick scams with her friends, Kala and Claudine, to raise money to bail her father out of jail, whom she believes is innocent of a crime he didn't commit.

One day, Erica meets Luke, a quiet and reserved 20-something-year-old man, who is having a hard time dealing with his own issues. When Luke reveals to Erica that he has been sexually abused in the past, Erica tries to form an awkward relationship with him, which soon becomes more complicated when Erica discovers that Luke is the son of the family her mother is seeing.

As Erica attempts to heal Luke's emotional wounds, she begins to understand the complexity of her own family's issues, including her mother's mental health and substance abuse problems. Despite her rebellious and careless lifestyle, Erica soon realizes that she is the only one capable of helping her family get through their troubles, and she takes on this responsibility without hesitation.
