This is a horror movie about murder. Every leap year there is a murder near a toll gate. Now it is leap year again. A female toll taker is handed a bloody ticket at midnight. She gets a creepy feeling, and she talks to one of her fellow toll collectors. He tells her that an accident happened years ago. A bus full of prisoners was killed in an accident near their tolls. Some of the bodies disappeared.
He goes on to tell her that there is a murder in the area every four years. It always happens on the 29th of February.
