Arthur Banks is a highly educated hit man for drug cartels with a penchant for picking up lone women, using them as cover for a job, then killing them. Further, he is known for using tungsten core bullets. Having worked this job for years, he stays in rural desert areas when off the clock in an effort to elude the FBI's satellite imaging systems and security cameras. The FBI team in charge of hunting Banks down is led by George Scanlon, who lost half a decade of his career after banks killed a witness he'd been guarding fifteen years ago without a trace of evidence. Desperate, Scanlon plants Bennie Harper in a sting operation using the cover of a drifter. Banks takes the beat, claiming that he's going to execute the president of Mexico for his last job. Scanlon, Agent Donna Marbury, and several support agents follow the two until Banks spots and captures one of the tailing agents.
Thinking swiftly, the tail pretends to be Harper's jealous and abusive ex, but Banks kills and incinerates him out of Harper's sight, leaving no evidence. Banks and Harper make love in a motel while Scanlon cancels the sting after the tail's death and to extricate Harper. Harper talks Scanlon out, pointing out that Banks is the only lead they have to the drug cartels. While driving, Banks tells Harper that he hates the job, but hasn't had a chance out of it in years.
Now in Mexico, Harper shoots Banks to stop the assassination, even cuffing him to a balcony, but then kills the hired thugs, taking the key to their hit's payoff. She gloats that the FBI will be so glad to catch and interrogate him that she can leave without a problem. However, when Scanlon responds in time, Banks has already left. Elsewhere, FBI agents follow Marbury's sight of Harper to the airport, losing her in a crowd as it was actually Marbury in disguise, allowing Harper to escape.
The final scene of the film shows Harper and Marbury in the desert kissing, while discussing their newfound wealth. In the distant brush, Banks' boots and bloody hand can be seen by the audience with the screen then going black and a single gun shot is heard.
