The Romanian communist leader intends to increase the country's work force. He therefore decides to ban all forms of contraception and abortion. The result is a lot of unwanted births that led to an influx of children, who are later put into state orphanages. Most of these children go to the streets at the end of the communist era. Children underground follows the sad story of five street children, some who are orphans while others have run away from home. It follows them in their daily activities which include stealing to survive, fighting and inhaling paint to get high.
