Ryoko is a tax inspector who is given a new, inexperienced partner in the form of Mishima, a university graduate Ryoko has to introduce to investigating those suspected of tax evasion. Ryoko begins to look into the finances of a religious cult, Heaven's Path, which has a husband and wife leadership with a penchant for the finer things in life. During her investigation, Ryoko finds links to many criminal groups and land deals across the developing central district of Tokyo.
