In the aftermath of World War II, the small Italian town of Adano is occupied by American forces. Major Joppolo (John Hodiak) is sent to govern the town and restore order to its citizens. However, his presence is met with skepticism and hostility from the locals, who are resentful of the outsiders and resistant to their ways. One of the first issues he faces is the malfunctioning church bell, which is of great cultural and religious importance to the town but has not rung in years due to its damage during the war. Major Joppolo decides to enlist the help of Sergeant Arbuckle (William Bendix), an expert in fixing bells, to repair it as a symbol of goodwill and respect to the town.

As they work on the bell, Major Joppolo discovers the corruption and dishonesty of the town's officials, who have been hoarding and distributing relief supplies unfairly among their friends and family.
