In 15 Minutes, Robert De Niro plays Eddie Flemming, a popular New York City detective who has a reputation for solving high-profile cases. Edward Burns plays Jordy Warsaw, a fire marshal who is also a partner of Eddie's on a murder case. The film opens with two Eastern European men, Emil Slovak (Karel Roden) and Oleg Razgul (Oleg Taktarov), arriving in New York City on a mission to become famous. They plan to accomplish this by filming their every move as they commit various crimes and murders. Emil is a former soldier who values violence over anything else, while Oleg is a former criminal who understands the value of promotion and publicity.

As they begin their killing spree, Emil and Oleg start to gain media attention for their crimes, which is where Eddie and Jordy come into play. They are assigned to catch the killers, but as they investigate further, they realize that Emil and Oleg are actually filming their crimes in order to create a documentary about how they can become famous in America.

Eddie quickly realizes that the killers are seeking fame and the media attention that comes with it. As such, he becomes a prime target for the killers who seek to make him the centerpiece of their documentary. In turn, Eddie uses this to his advantage by appearing on the news and television and out-maneuvering the killers.

The film ultimately builds towards a dramatic confrontation between the police and Emil and Oleg, which is set atop the roof of a high-rise building. The two men use their cameras to create a live feed to the media and upload the footage to the internet.

As the climax of the film approaches, Eddie and Jordy race to stop the killers and save the lives of the people in the building. The film ends with Eddie being hailed as a hero, but not before a media frenzy ensues over the validity of journalism and the role of sensationalism in making someone famous.

15 Minutes is a fast-paced crime drama that delivers its moral message through powerful storytelling and strong performances. The film's narrative works to explore the dangers and ethics of fame and paying too much attention to the camera.
